Horvitz & Levy was founded in 1957 by Ellis J. Horvitz. Ellis was a pioneer of the appellate bar in California, focusing on appellate litigation at a time when appellate practice did not exist as a recognized specialty. Ellis, recognized as the “Dean of the California Appellate bar” by Chambers & Partners, was the first inductee into the California Lawyers Association’s Appellate Lawyer Hall of Fame.

Barry Levy joined Ellis’s firm in 1977 and began a working relationship that would span five decades. Together, they built a firm founded on a shared vision of providing clients with appellate advocacy at the highest level, within a collegial and collaborative environment. Their shared vision included the concept that clients were not solely clients of individual attorneys but would be served by the firm as a whole.

The firm experienced significant growth in the 1980s and 1990s but maintained its focus on achieving excellence through teamwork and collaboration. That fundamental concept enables the firm to consistently provide clients with the best legal representation available. Each client benefits from the collective wisdom of a seasoned appellate think-tank, resulting in briefs that are scrupulously accurate, thoroughly researched, and carefully written.

In 2016, as a result of continued growth, the firm relocated its Los Angeles headquarters to the Business Arts Plaza in Burbank, adjacent to Warner Bros. Studios. In 2018, the firm opened an additional office in San Francisco in the iconic Transamerica Pyramid Center.

Today, Horvitz & Levy is the largest law firm in the nation specializing exclusively in appellate litigation and trial strategy consultation. The firm appears more often in civil cases in the California appellate courts than any other firm in the state. In the California Supreme Court alone, the firm has appeared in nearly 200 cases since 1990. Horvitz & Levy also frequently appears in federal appellate courts (particularly the U.S. Court of Appeals for the Ninth Circuit) and state appellate courts around the country.
